Namibia - Central Governance Agency
Introduction
Established by Namibian Cabinet Decision in October 2001, the Central Governance Agency (CGA) is to act in an executive technical capacity to carry out proactive governance initiatives on a day-to-day basis on behalf of State-Owned Enterprises Governance Council. The Council consists of five Cabinet Ministers, Chaired by the Right Honourable, Prime Minister.
Functions
Subsequently, the SOE Governance Act has been passed by Parliament in November 2006. Awaiting the full implementation of the Act and confirmation of the legal status of the CGA, the proposed functions of the CGA, monitoring sixty (60) SOEs, currently include the following:
- monitoring and approval of performance related information, as submitted by State-Owned Enterprises (SOEs);
- assessment of SOEs performance related information;
- advice to the State-Owned Enterprises Governance Council (SOEGC) on governance interventions required;
- sourcing of a panel of individuals for appointments as SOE directors and chief executives;
- facilitation of the formulation and presentation of training and development programs for existing and potential SOE directors and chief executives;
- ongoing monitoring of the need for amendments to SOE governance policy; and
- executive management of the State's initiative to promote private sector participation, e.g., through privatization and divestiture, etc.
